In 1954, Walter Cluer, a visionary businessman, acquired 1,400 acres of what was then desolate desert land. Today, this region is recognized as Bell Road and 19th Avenue. An avid horse enthusiast, Cluer dreamt of establishing a premier race track in Phoenix.
Many locals were skeptical of Cluer’s endeavor, primarily due to its remote location—25 miles away from Phoenix—and its accessibility only via a handful of rough dirt roads. Undeterred, Cluer persisted, and on January 7, 1956, Turf Paradise triumphantly opened its doors.
The renowned thoroughbred and quarter-horse racetrack is situated at 19th Avenue and Bell Road, specifically in the Deer district of Phoenix, Arizona.
Fast forward to 1980, Herb Owens assumed control and introduced a seven-furlong infield racecourse accompanied by a one-mile and one-eighth chute. By 1989, Robert Walker of Scottsdale, Arizona, became the new owner of Turf Paradise. He ushered in a new era by integrating gambling in Arizona via track betting.
